Mrvan Introduces the Revitalize Our Neighborhoods Act
Washington, DC – Today, Rep. Frank J. Mrvan introduced H.R. 6217, the Revitalize Our Neighborhoods Act of 2025. This bill will establish a grant program to revitalize neighborhoods with vacant, abandoned, and deteriorated properties and promote the development of affordable housing.
Congressman Mrvan stated, “In Northwest Indiana and across the country, abandoned properties harm neighborhoods by downgrading property values and increasing the risk of crime. I introduced this legislation in order to improve the ability of local governments to tear down and revitalize blighted properties and promote more investments in our communities. I believe that this type of targeted federal grant program will strengthen our neighborhoods, make our parks safer, and improve housing and homeownership opportunities for everyone."
Steven Meyer, CEO of Intend Indiana, stated, “Addressing vacant, abandoned, and deteriorating properties in Hoosier communities is an integral first step in revitalizing neighborhoods and encouraging affordable housing. The Revitalize Our Neighborhoods Act of 2025 would provide much needed tools and resources to local communities to spur investment and build neighborhoods where residents can thrive.”
Andrew Bradley, Senior Director of Policy and Strategy of Prosperity Indiana, stated, “Prosperity Indiana and our statewide network applaud Congressman Mrvan for introducing the Revitalize Our Neighborhoods Act of 2025. The bill would benefit vulnerable Hoosiers and communities who have experienced declining homeownership rates and sharply rising housing costs by empowering local organizations to address vacant and abandoned properties and transform them into much needed housing and beneficial community resources."
Background:
Reducing neighborhood blight helps enhance property values, improve public safety, and revitalize neighborhoods. Our cities and counties need increased federal support to achieve these goals.
The Revitalize Our Neighborhoods Act of 2025 will support these community development activities by:
- Establishing a grant program at the Department of Housing and Urban Development (HUD) to provide states and local governments with funding for demolition, renovation of blighted and abandoned structures, and the related construction or preservation of affordable housing.
- Allowing grantees to provide funding to land banks and housing nonprofits to carry out these activities.
This bill is supported by the following groups: Prosperity Indiana, Intend Indiana, Local Initiatives Support Corporation (LISC), Center for Community Progress, the National Community Stabilization Trust (NCST), and Cinnaire Lending.
