Community Project Funding FY 2025

Members of the House of Representatives who are submitting Community Project Funding (CPF) requests to the House Appropriations Committee are required to publish online their CPF requests, as well as letters to the Committee certifying that the Member does not have a financial interest in the requested projects.

Congressman Mrvan is committed to being a good steward of taxpayer dollars and is pleased that the Committee has instituted stringent transparency measures to achieve this important task.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for Fiscal Year 2025, although only a handful may be funded.  Projects are restricted to a limited number of federal funding streams, and project funding may not be directed to for-profit recipients.  Members may request funding for State, local, or tribal governmental grantees and certain eligible non-profits, as allowed under federal law and subcommittee guidance.

In compliance with House Rules and Committee requirements, Congressman Mrvan has certified he, his spouse, and his immediate family have no financial interest in any of the projects he has requested and has demonstrated the projects have a federal nexus.

 

Project Name: Calumet Region, Section 219, IN

Amount Requested: $6,000,000

Project Sponsor: U.S. Army Corps of Engineers, 231 South LaSalle Street, Suite 1500, Chicago, Illinois 60604

Explanation: The requested funding will be used by the U.S. Army Corps of Engineers to address critical, critical water, sanitary sewer, stormwater sewer infrastructure improvements designed to alleviate deteriorated conditions within aged infrastructure, increase the efficacy of existing systems, and reverse adverse water quality impacts.  This project is a valuable use of taxpayer funding because it will allow the U.S. Army Corps of Engineers Chicago District to continue partnerships with nonfederal sponsors to address these infrastructure needs.

 

Project Name: East Chicago Police Department Body Worn Cameras Project

Amount Requested: $150,000

Project Sponsor: City of East Chicago Police Department, 2301 East Columbus Drive, East Chicago, Indiana 46312

Explanation: The requested funding will be used by the City of East Chicago Police Department to equip officers in the Uniform Patrol Division with body worn cameras.   This project is a beneficial use of taxpayer funds because it will continue the effective operations of the department while serving the community.

 

Project Name: Crown Point Police Department Radio Replacement Project

Amount Requested: $1,000,000

Project Sponsor: City of Crown Point, 124 North East Street, Crown Point, Indiana 46307

Explanation: The requested funding will be used by the City of Crown Point to purchase radio equipment for the Crown Point Police Department.  The acquisition of these radios will improve the range of communication, allowing officers to receive radio transmission where it was once not possible.  This project is a beneficial use of taxpayer funds because it will provide for these necessary upgrades to continue the effective operations of the department while serving the community.

 

Project Name: La Porte Police Department Equipment and Technology Upgrades Project

Amount Requested: $400,000

Project Sponsor: City of La Porte Police Department, 1206 Michigan Avenue, La Porte, Indiana 46350

Explanation: The requested funding will be used by the La Porte Police Department to acquire equipment and technology that will enhance officers’ abilities to protect and serve the public and improve efficiencies within the department.  The upgrades to equipment and technology will enable officers to respond more effectively to emergency situations and investigate crimes more efficiently.  This project is a beneficial use of taxpayer funds because it will provide for these necessary upgrades to continue the effective operations of the department while serving the community.

 

Project Name: Schererville Police Department Portable Radio Replacement Project

Amount Requested: $670,000

Project Sponsor: Town of Schererville, 10 East Joliet Street, Schererville, Indiana 46375

Explanation: The requested funding will be used by the Town of Schererville to purchase 65 new portable radios for the Schererville Police Department.  The acquisition of new radios will improve interoperability among officers as well as other first responders within responding departments during emergencies.  This project is a beneficial use of taxpayer funds because it will provide for these necessary upgrades to continue the effective operations of the department while serving the community.

 

Project Name: Hobart Police Department Body Worn Cameras Program

Amount Requested: $488,000

Project Sponsor: City of Hobart Police Department, 705 East 4th Street, Hobart, Indiana 46342

Explanation: The requested funding will be used by the Hobart Police Department to equip all patrol officers and detectives with body worn cameras.  This project is a beneficial use of taxpayer funds because it will continue the effective operations of the department while serving the community.

 

Project Name: Griffith Police Department Police Radio Upgrade Project

Amount Requested: $400,000

Project Sponsor: Town of Griffith Police Department, 115 North Broad Street, Griffith, Indiana 46319

Explanation: The requested funding will be used by the Griffith Police Department to purchase new portable radios.  The acquisition of new radios will improve interoperability among officers as well as other first responders within responding departments during emergencies.  This project is a beneficial use of taxpayer funds because it will provide for these necessary upgrades to continue the effective operations of the department while serving the community.

 

Project Name: West Side Community Stabilization Project – Demolition of Former Ivanhoe Elementary School

Amount Requested: $1,100,000

Project Sponsor: Gary Redevelopment Commission, 504 Broadway Suite 200 Gary, Indiana 46402

Explanation: The requested funding will be used by the Gary Redevelopment Commission to demolish the former Ivanhoe Elementary School, a structure that has been vacant since 2010 and is subject to vandalism.  Demolishing Ivanhoe Elementary School will serve as a catalyst for additional redevelopment in the West Side.  This project is a beneficial use of taxpayer funds as it will foster economic development and job creation along the 15th Avenue Corridor.

 

Project Name: Gary/Chicago International Airport Air Cargo/Logistics Apron Project

Amount Requested: $7,000,000

Project Sponsor: Gary/Chicago International Airport Authority, 6001 Airport Road, Gary, Indiana 46406

Explanation: The requested funding will be used by the Gary/Chicago International Airport Authority to expand and construct a heavy cargo logistics apron for multiple users.  The construction and expansion of a heavy cargo logistics apron will provide capacity for growth in air cargo at the airport and will allow the opportunity to return passenger air service by freeing up the passenger terminal and ramp currently being utilized for air cargo.  This project is a beneficial use of taxpayer funds because it will create employment opportunities at the airport and support economic development initiatives pursued by the state of Indiana to attract businesses to this region, given its proximity to Chicago and its transportation and logistics nexus.

 

Project Name: Town of Cedar Lake West Side Sanitary Sewer Project

Amount Requested: 3,480,000

Project Sponsor: Town of Cedar Lake, 7408 Constitution Avenue, P.O. Box 707, Cedar Lake, Indiana 46303

Explanation: The requested funding will be used by the Town of Cedar Lake to install a sanitary sewer interceptor on the west side of the Town.  The installation of a sanitary sewer interceptor will increase the Town’s wastewater capacity and alleviate pressure on the existing interceptor and its aging sewer infrastructure.  This project is a beneficial use of taxpayer funds as it will improve the health and safety of Cedar Lake residents by providing capacity for the efficient management of sanitary flow, while improving water quality throughout the region. 

 

Project Name: Michigan City Westside Opportunity Hub Project

Amount Requested: $625,000

Project Sponsor: City of Michigan City, 100 East Michigan Boulevard, Michigan City, Indiana 46360

Explanation: The requested funding will be used by the City of Michigan City to create a community resource hub, called the Westside Opportunity Hub.  The Westside Opportunity Hub will provide a singular location for Michigan City residents to seek resources including, but not limited to: Workforce Development training and Veteran's De-escalation resources, housing resources for new homebuyers and a home maintenance program, healthy living and cooking classes, arts and culture activities for families and children.  This project is a beneficial use of taxpayer funds as it transforms a blighted structure into a facility that will be utilized as a community resource hub intended to improve the quality of life for residents and quality of place within Michigan City.

 

Project Name: Novel Equipment for the Center for Innovation through Visualization and Simulation (CIVS) at Purdue University Northwest

Amount Requested: $2,900,000

Project Sponsor: Purdue University Northwest, 2200 – 169th Street, Hammond, Indiana 46323

Explanation: The requested funding will be used by Purdue University Northwest to purchase novel equipment for the Center for Innovation through Visualization and Simulation (CIVS).  The critical equipment upgrades will support growing federal research investments in CIVS, the nation’s leading research center for industrial decarbonization and digital transformation.  This project is beneficial use of taxpayer funding as it aligns with investments in research and technology to support sustainable industrial practices and economic development, particularly given Purdue University Northwest’s commitment to leading in areas of national importance, such as industrial decarbonization and digital transformation.

 

Project Name: Multimodal Gary Metro Center Station Revitalization Project

Amount Requested: $4,000,000

Project Sponsor: Northern Indiana Commuter Transportation District (NICTD), 33 East U.S. Highway 12, Chesterton, Indiana

Explanation: The requested funding will be used by the Northern Indiana Commuter Transportation District for Phase I of an overall development project of the Multimodal Gary Metro Center Station on the South Shore Line.  This project is a beneficial use of taxpayer funding as it aligns with investments made by the State of Indiana and will lead to improved transportation, providing efficient, regionally connected transit services and alleviating road congestion along some of the busiest corridors within the Chicago metropolitan area.

 

Project Name: Valparaiso Police Department Portable Radio Upgrades Project

Amount Requested: $398,000

Project Sponsor: City of Valparaiso, 166 Lincolnway, Valparaiso, Indiana 46383

Explanation: The requested funding will be used by the City of Valparaiso to purchase new portable radios for the Valparaiso Police Department.  The acquisition of new portable radios will ensure a swift, coordinated response to protect students should the need arise.  This project is a beneficial use of taxpayer funds because it will provide for these necessary upgrades to continue the effective operations of the department while serving the community.

 

Project Name: Dyer Police Department Radio Communications Enhancement Project

Amount Requested: $306,000

Project Sponsor: Civil Town of Dyer, One Town Square, Dyer, Indiana 46311

Explanation: The requested funding will be used by the Town of Dyer to enhance radio communications at the Dyer Police Department. The portable radio upgrade will automatically default officers to alternate communication paths, ensuring communication is constant and information is shared.  This project is a beneficial use of taxpayer funds because it will provide for these necessary upgrades to continue the effective operations of the department while serving the community.
