Community Project Funding FY 2027

Members of the House of Representatives who are submitting Community Project Funding (CPF) requests to the House Appropriations Committee are required to publish online their CPF requests, as well as letters to the Committee certifying that the Member does not have a financial interest in the requested projects.

Congressman Mrvan is committed to being a good steward of taxpayer dollars and is pleased that the Committee has instituted stringent transparency measures to achieve this important task.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for projects in their community for Fiscal Year 2027, although only a handful may be funded.  Projects are restricted to a limited number of federal funding streams, and project funding may not be directed to for-profit recipients.  Members may request funding for State, local, or tribal governmental grantees and certain eligible non-profits, as allowed under federal law and subcommittee guidance.

In compliance with House Rules and Committee requirements, Congressman Mrvan has certified he, his spouse, and his immediate family have no financial interest in any of the projects he has requested and has demonstrated the projects have a federal nexus.

 

Project Name: Calumet Region, Section 219, IN

Amount Requested: $6,000,000

Project Sponsor: U.S. Army Corps of Engineers, 231 South LaSalle Street, Suite 1500, Chicago, Illinois 60604

Explanation: The requested funding will be used by the U.S. Army Corps of Engineers to address critical, critical water, sanitary sewer, stormwater sewer infrastructure improvements designed to alleviate deteriorated conditions within aged infrastructure, increase the efficacy of existing systems, and reverse adverse water quality impacts.  This project is a valuable use of taxpayer funding because it will allow the U.S. Army Corps of Engineers Chicago District to continue partnerships with nonfederal sponsors to address these infrastructure needs.

 

Project Name: Radio Communication Upgrades

Amount Requested: $250,000

Project Sponsor: Town of Cedar Lake, 7228 Constitution Avenue, Cedar Lake, Indiana 46303

Explanation: The requested amount will be used by the Town of Cedar Lake to purchase radio communication equipment for the Cedar Lake Police Department. This project is an excellent way to use taxpayer funds because the replacement equipment purchased by the Town of Cedar Lake for the Cedar Lake Police Department will provide for these necessary upgrades to continue the effective operations of the department while serving the community. 

 

Project Name: Tactical Gear Upgrades

Amount Requested: $187,000

Project Sponsor: City of Gary, 401 Broadway, Suite 100, Gary, Indiana 46402

Explanation: The requested amount will be used by the City of Gary for the Gary Police Department to upgrade tactical gear for officers responding to the most dangerous situations.   This project is an excellent use of taxpayer funds because equipping officers with modern protective tactical equipment will ensure officer safety during responses while strengthening the City of Gary Police Department’s ability to safely apprehend violent offenders while protecting the public. 

 

Project Name: Equipment and Technology Upgrades

Amount Requested: $1,050,000

Project Sponsor: City of Hammond, 5925 Calumet Avenue, Hammond, Indiana 46320

Explanation: The requested amount will be used by the City of Hammond for the Hammond Police Department to implement the Equipment and Technology Upgrades project, an effort to modernize existing underperforming equipment to maintain and improve police operations. This is an appropriate use of taxpayer funds as the equipment and technology upgrades will improve efficiencies within the Hammond Police Department and will ensure that the department operates efficiently, securely, and effectively, which benefits residents, businesses, and visitors throughout the City of Hammond.

 

Project Name: Portable Radio Upgrades

Amount Requested: $475,000

Project Sponsor: Town of Highland, 3315 Ridge Road, Highland, Indiana 46322

Explanation: The requested amount will be used by the Town of Highland to purchase portable radio communication equipment for the Highland Police Department. This project is an excellent way to use taxpayer funds because the replacement equipment purchased by the Town of Highland for the Highland Police Department will provide for these necessary upgrades to continue the effective operations of the department while serving the community.  

 

Project Name: Portable Radio Upgrades

Amount Requested: $500,000

Project Sponsor: City of La Porte, 801 Michigan Avenue, La Porte, Indiana 46350

Explanation: The requested amount will be used by the City of La Porte to purchase portable radio communication equipment for the La Porte Police Department. This project is an excellent way to use taxpayer funds because the replacement equipment purchased by the City of La Porte for the La Porte Police Department will provide for these necessary upgrades to continue the effective operations of the department while serving the community. 

 

Project Name: In-Car Computer Upgrades

Amount Requested: $170,000

Project Sponsor: City of Lake Station, 1969 Central Avenue, Lake Station, Indiana 46405

Explanation: The requested amount will be used by the City of Lake Station for the Lake Station Police Department to replace underperforming in-car computers and associated equipment.  This is an appropriate use of taxpayer funds as the equipment and technology upgrades will improve efficiencies within the Lake Station Police Department and enhance officers’ efforts to effectively uphold their oaths to serve and protect. 

 

Project Name: Portable Radio Upgrades

Amount Requested: $65,000

Project Sponsor: Town of Long Beach, 2400 Oriole Trail, Long Beach, Indiana 46360

Explanation: The requested amount will be used by the Town of Long Beach to purchase portable radio communication equipment for the Long Beach Police Department. This project is an excellent way to use taxpayer funds because the replacement equipment purchased by the Town of Long Beach for the Long Beach Police Department will provide for these necessary upgrades to continue the effective operations of the department while serving the community. 

 

Project Name: Critical Technology Infrastructure Replacement

Amount Requested: $500,000

Project Sponsor: Town of Merrillville, 7820 Broadway, Merrillville, Indiana 46410

Explanation: The requested amount will be used by the Town of Merrillville for the Merrillville Police Department to implement the Critical Technology Infrastructure Replacement project, an effort to modernize existing underperforming equipment to maintain and improve police operations. This is an appropriate use of taxpayer funds as the equipment and technology upgrades will improve efficiencies within the Merrillville Police Department and will ensure that the department operates efficiently, securely, and effectively.

 

Project Name: Equipment and Technology Upgrades

Amount Requested: $250,000

Project Sponsor: Town of New Chicago, 122 Huber Boulevard, Hobart, Indiana 46342

Explanation: The requested amount will be used by the Town of New Chicago for the New Chicago Police Department to pursue the Equipment and Technology Upgrades project, an effort to modernize existing underperforming equipment to maintain and improve police operations.  This is an appropriate use of taxpayer funds as the New Chicago Police Department equipment and technology upgrades will provide improved capabilities to reduce response times, improve case clearance rates, and enhance overall community safety.

 

Project Name: Portable Radio Upgrades

Amount Requested: $950,000

Project Sponsor: City of Portage Police Department, 6260 Central Avenue, Portage, Indiana 46368

Explanation: The requested amount will be used by the City of Portage Police Department to purchase portable radio communication equipment. This project is an excellent way to use taxpayer funds because the replacement equipment purchased by the City of Portage Police Department will provide for these necessary upgrades to continue the effective operations of the department while serving the community. 

 

Project Name: Body Worn Camera Project

Amount Requested: $105,000

Project Sponsor: Porter County Sheriff’s Office, 2755 SR 49, Valparaiso, Indiana 46383

Explanation: The requested amount will be used by the Porter County Sheriff’s Office for the Body Worn Camera Project and will equip officers with body worn cameras to capture interactions to allow for accountability, transparency, and public trust. The project is a good use of taxpayer funds because it will help enhance police-community relations in Porter County.

 

Project Name: Three-Dimensional Scanner Acquisition

Amount Requested: $80,000

Project Sponsor:  Town of St. John Police Department, 11033 West 93rd Avenue, St, John, Indiana 46373

Explanation: The requested amount will be used by the Town of St. John Police Department to purchase a three-dimensional scanner.  The St. John Police Department is a lead department of the South Lake County Crash Reconstruction Team, a multi-department task force specializing in investigating serious injury and fatal vehicle accidents. This project is an excellent use of taxpayer funds because the three-dimensional scanner purchased by the Town of St. John Police Department will provide a necessary enhancement to continue the effective operations of the department while providing a county-wide benefit. 

 

Project Name: Sanitary District of Michigan City Septic Elimination Project

Amount Requested: $1,000,000

Project Sponsor: Sanitary District of Michigan City, 1100 E 8th Street, Michigan City, Indiana 46360

Explanation: This project will eliminate the risk of failing septic systems in the project area in Michigan City which drains directly to the Trail Creek Waterway, which drains into Lake Michigan.  This project is an excellent use of taxpayer funds as the septic elimination project improves the quality of water that reaches public waterways, particularly Trail Creek whose waters enter Lake Michigan. 

 

Project Name: Town of Munster River Bend New Generator Upgrade Project

Amount Requested: $1,000,000

Project Sponsor: Town of Munster, 1005 Ridge Road, Munster, Indiana 46321

Explanation: This project specifically aims to replace an antiquated generator that has outlived its useful life and its unreliability creates concerns for the availability of and accessibility to potable water during power outages and emergencies.  This project is an appropriate use of taxpayer funds because the Town of Munster River Bend New Generator Upgrade Project will provide grater operational security, improved emergency preparedness, and a more dependable water supply within the Town of Munster. 

 

Project Name: City of Valparaiso Water Main Replacement

Amount Requested: $1,000,000

Project Sponsor: City of Valparaiso, 166 Lincolnway, Valparaiso, Indiana 46383.

Explanation: The funding would be used to replace an aged, deteriorated water main in the City of Valparaiso.  This project is an excellent use of taxpayer funds as the investment in the City of Valparaiso Water Main Replacement Project ensures a safe and reliable water supply for residents while providing a cost benefit to ongoing operations and maintenance throughout the city. 

 

Project Name: Town of Porter Sewer Rehabilitation Project

Amount Requested: $1,100,000

Project Sponsor:  Town of Porter, 303 Franklin Street, Porter, Indiana 46304

Explanation: The funding would be used to support the Town of Porter Sewer Rehabilitation Project, to reduce the potential for overflow events and improve the efficacy and efficiency of the sewer system. This project is an excellent use of taxpayer funds as the Town of Porter Sewer Rehabilitation Project improves existing sewers to eliminate inflow and infiltration which ensures the efficient management of the Town’s sewer system while improving the quality of water that reaches public waterways whose waters enter Lake Michigan. 

 

Project Name: Air Cargo/Logistics Area.  Gary/Chicago International Airport (GYY), Gary, IN

Amount Requested: $2,500,000

Project Sponsor: Gary/Chicago International Airport Authority, 6001 Airport Road, Gary, Indiana 46406

Explanation: Funds for this request will be used to develop the landside infrastructure to support the Air Cargo/Logistics Area.  This infrastructure may include grading and drainage, roads, parking and utilities as well as for planning and engineering. This is an appropriate use of taxpayer funding as the project will create employment opportunities at the airport and support economic development initiatives pursued by the state of Indiana to attract businesses to this region given its proximity to Chicago and its transportation and logistics nexus. 

 

Project Name: Gary University Park East Neighborhood Stabilization– Demolition of Former Franklin Elementary School

Amount Requested: $1,200,000

Project Sponsor:  City of Gary, 401 Broadway, Gary, Indiana 46409

Explanation: Gary University Park East Neighborhood Stabilization– Demolition of Former Franklin Elementary School project will allow the City of Gary through the Gary Redevelopment Commission to demolish the former Franklin Elementary School, a structure that has been vacant since 2008 and is subject to vandalism.  This project is an excellent use of taxpayer funds because clearing this blighted building will enhance the neighborhood's allure, attract new residents, and present an opportunity for strategic revitalization in this neighborhood.

 

Project Name: Chesterton Streetscape Project

Amount Requested: $1,000,000

Project Sponsor:  Town of Chesterton, 1490 Broadway, Chesterton, Indiana 46304

Explanation: The Chesterton Streetscape Project is a strategic public infrastructure investment designed to enhance connectivity, safety, and economic vitality within the Town of Chesterton. The project will construct a multi-use pathway linking the Duneland YMCA Healthy Living Campus to the downtown business district, while also implementing streetscape improvements within the designated corridor.  This is an appropriate use of taxpayer funding because it improves pedestrian safety, invests in economic growth, and enhances quality of place within the Town.
