Mrvan secures federal funds to expand Northwest Indiana's rape crisis center

Northwest Indiana's sole rape crisis center is preparing to expand its facilities thanks in part to federal funding obtained by the Region's congressman, U.S. Rep. Frank J. Mrvan, D-Highland.

Altogether, Fair Haven Rape Crisis Center is receiving $1.8 million to purchase and renovate its rented office building in Highland, as well as to construct Portside Suites — four secure housing units for victims of sexual violence and human trafficking.

A total of $750,000 specifically was earmarked for the buildings by Mrvan through Community Project Funding, money that no Republican member of the House serving Indiana either requested or voted for on final passage of the Consolidated Appropriations Act.

Another $1.07 million was provided to Fair Haven by the Lake County Community Economic Development Department using federal funds allocated through the 2021 Mrvan-backed American Rescue Plan that was opposed by every Republican in Congress.

"The funding secured for Fair Haven Rape Crisis Center underscores our commitment to supporting survivors and providing them with the resources they need to heal and rebuild their lives," Mrvan said.

"I am proud to stand alongside Fair Haven and the Lake County Community Economic Development Department in this endeavor, and I look forward to seeing the positive impact of this investment on our community."

Fair Haven still is seeking approximately $350,000 in private donations to complete its capital campaign and advance its mission of combating sexual violence and human trafficking in Northwest Indiana.

The centerpiece of the campaign is the new Portside Suites that will offer individual living spaces, essential amenities and comprehensive case management services for adults fleeing dating violence, sexual assault, stalking or human trafficking.

"Portside Suites isn't just a building; it's hope for survivors of sexual violence seeking refuge," said Kelly Vates, Fair Haven founder and executive director.

"By providing survivors with safe, individualized housing, personalized case management, therapy and support services, we create opportunities for empowerment and healing. Our plan includes essential wrap-around services and therapeutic counseling to assist in learning healthy coping skills and unlearning abusive tactics. Victims may also need assistance with separation, divorce, child custody and support."

Fair Haven services are provided to individuals in need at no charge. In 2023, Fair Haven directly supported 498 abuse survivors and provided abuse prevention education to 22,529 students, records show.

State Rep. Julie Olthoff, R-Crown Point, a Fair Haven board member, encouraged Region residents to support Fair Haven's efforts to meet the growing need for survivor services and prevention education.

"The vision Kelly Vates has laid out will enable Fair Haven Rape Crisis Center to purchase and renovate their current (rented) building — and build a secure stabilization housing facility to assist survivors in healing and finding hope for the future. Northwest Indiana is in desperate need of this facility. With the support of the community, we can make it happen," Olthoff said.
