Mrvan Announces Health Care Provisions included in Recent Appropriations Law

February 13, 2026

Washington, DC – Today, Rep. Frank J. Mrvan announced the inclusion of health provisions specified under H.R.5064, the Save our Safety-Net Hospitals Act, in the recent appropriations measure signed into law last week.

Congressman Mrvan has been a strong supporter of these provisions and an original cosponsor of the Save our Safety-Net Hospitals Act in both the current and past Congresses.

In general, the provisions delay certain Medicaid Disproportionate Share Hospital (DSH) allotment reductions until Fiscal Year 2028.  Additionally, for purposes of calculating the Medicaid hospital-specific DSH limit, the measure alters the definition of Medicaid shortfall to include costs and payments for patients whose primary source of coverage is Medicaid and for patients who are dually eligible for Medicare and Medicaid.

Congressman Mrvan stated, “I commend the bipartisan leadership of my fellow colleagues and supporters of this critical legislation and this successful initiative to support health care services for everyone in our communities.  Safety-net hospitals in Northwest Indiana and across our nation provide essential access to care, and I am pleased that these provisions will provide increased certainty and financial stability for these critical health care providers.”

Indiana Hospital Association President Scott B. Tittle said, “Safety net hospitals across Indiana—both urban and rural—provide essential care every day, even when Medicaid reimbursement falls far short of the cost of that care.  The inclusion of these provisions is a critical step toward restoring stability in the Medicaid DSH program and ensuring hospitals can continue delivering vital services to the Hoosiers who depend on them most.  We appreciate Congressman Mrvan’s leadership and continued commitment to protecting access to care in Northwest Indiana and communities across the state.”
